Much of this has been due to the fact that fares in the United States have tended to be considerably less expensive, on average, than those in Europe. The air transport industry in the United States has thus faced the challenges of high volumes of traffic well ahead of the rest of the world. It has correspondingly led in the development of major innovations that have and are transforming commercial aviation and airport planning and design worldwide. Table 1-4 indicates some of them. These innovations, together with the trends discussed in the following sections, are radically changing the concept of airport systems planning and design.

New criteria for performance and design are becoming dominant. Business management in a market economy is replacing government ownership in a regulated environment. An increased orientation to profits and economic efficiency is overtaking political considerations. The standard practice for most of the twentieth century was that government bodies owned, built, and operated the airports. In the United States, local cities or regional airport authorities normally ran the airports. Outside the United States, ministries of transport or aviation or their dependencies typically ran the airports.

S. domestic airlines could establish and drop routes as they please, charge whatever prices they wish舒and do so at a moment舗s notice, without having to consult with any government body. This event led to rapid innovation in services, big increases in productivity, and significant fare drops. The example proved contagious, and economic deregulation of air travel has spread to major markets worldwide, notably Australia, Canada, and the entire European Community. More recently, the United States has effectively been promoting international economic deregulation of the airlines through its 舠open skies舡 agreements with other countries.
